Arizona requires registration before dispensing and is unusually explicit about physical security of the drug supply. Its mid-level rules are also tiered by drug schedule rather than granted wholesale.
Registration as a dispensing doctor
Under Arizona Statute 32-1491, a doctor of medicine may dispense legend drugs to his or her patients as long as the practitioner is registered with the board as a dispensing doctor and meets certain other requirements, such as securing medications in a locked cabinet or room.
That storage requirement is a build-out consideration, not just a policy one. A practice planning a dispensary should identify the lockable space before applying, since it is a condition of dispensing rather than a recommendation.
Physician assistants
Pursuant to Arizona Revised Statutes 32-2532, Physician Assistants (PAs) may dispense non-controlled drugs to their patients with delegation by the supervising physician.
The controlled substance rules are tiered. PAs dispensing Schedule IV or Schedule V drugs must also have a DEA registration, and a PA who wishes to dispense Schedule II or Schedule III controlled substances must receive board approval. A practice should map each PA’s intended formulary against those three tiers before delegating.
Nurse practitioners

CSPMP reporting
Arizona requires providers who dispense out of their office, alongside outpatient pharmacies, to report Schedule II through V dispensations to the Controlled Substances Prescription Monitoring Program through the PMP Clearinghouse.
Reporting is daily: within 24 hours of the dispensation, or by the close of the next business day. A zero report is required when no controlled substances were dispensed.
