Wisconsin governs physician dispensing through a dedicated chapter of the Medical Examining Board’s rules. There is no separate dispensing license, but Chapter Med 17 sets out standards specifically written for practitioners who dispense.
Chapter Med 17 standards
Chapter Med 17 was adopted to specify the standards practitioners must follow when dispensing prescription drugs, for the protection of the public. It is the primary reference for a Wisconsin dispensing practice, and it is short enough to read in full before you begin.
Recordkeeping
A practitioner must maintain complete and accurate records of each prescription drug received, dispensed, or disposed of in any other manner. Separately, all prescription drugs dispensed by a practitioner must be recorded in the patient record.
Those are two distinct obligations rather than one. The inventory-side record tracks the drug through the practice; the clinical-side record ties the dispense to the patient.

Labeling
A prescription drug dispensed by a practitioner must carry a legible label affixed to the immediate container, disclosing the name and address of the facility from which the drug is dispensed and the date on which it is dispensed. PharmaLink’s system makes generating and printing these labels easy.
Obtaining stock
Wisconsin permits retail pharmacies to sell minimal quantities of prescription drugs to licensed practitioners for office use, with the quantities defined by administrative rule. This gives smaller practices a supply route that does not require a wholesaler relationship, though the “minimal quantities” limit makes it unsuitable as the basis for an ongoing dispensary.

ePDMP reporting
Pharmacies and dispensing practitioners must submit a monitored prescription drug record to the Wisconsin ePDMP no later than 11:59 p.m. of the next business day after dispensing. This replaced an earlier rule that allowed seven days, so guidance published before the change understates the current obligation.
The ePDMP covers Schedule II through V controlled substances plus other drugs identified by the Controlled Substances Board as having substantial potential for abuse. By statute, a dispenser is not required to compile or submit dispensing data when the monitored drug is administered directly to a patient.
