New York permits dispensing in principle but caps it at a quantity that rules out most dispensing programs, with two exceptions that are narrower than they first appear.
The 72-hour limit
Physician dispensing is allowed in New York; however, providers are limited to dispensing no more than a 72-hour supply.
Three days covers an immediate need after a visit and nothing more. As a design constraint, it means a New York dispensary cannot support maintenance therapy, chronic medications, or any course of treatment longer than a long weekend.
The exceptions
Two exceptions exist, and both are worth reading precisely.
The first applies where the provider is not charging the patient for the medication. This lifts the quantity limit but removes the revenue, so it supports a patient-assistance or sample-style program rather than a dispensing service line.
The second applies where the practice is more than 10 miles from the nearest pharmacy. This is a genuine carve-out for rural practices, but the distance test is objective and most practices will not meet it.

PMP reporting
Pharmacy providers and dispensing practitioners must submit Schedule II through V dispensed prescription data to the Bureau of Narcotic Enforcement no later than 24 hours after the substance was delivered.
Where prescriptions are delivered by mail or licensed express delivery, the window extends to 72 hours after the substance was shipped.
New York also runs a tight error-correction clock: errors must be corrected within three days, which is shorter than the seven-day window used by several other states.
