Oregon keeps dispensing authority attached to the medical license itself, and it allows one of the most generous reporting windows remaining in the country.
Registering as a dispensing physician
Physicians in Oregon can dispense medications to their patients in the ordinary course of practice once they are registered as a dispensing physician. Registering requires a simple application with the Oregon Medical Board, and the authority is then designated on the physician’s state medical license.
Because the designation sits on the license rather than on a separate certificate, it renews with the license and is visible on it — which makes verification straightforward for anyone who needs to confirm your authority. The current dispensing physician registration form can be found here.
As always, all state and federal regulations must be followed when dispensing, including drug storage and labeling requirements.
PDMP reporting
Oregon requires dispensers to report reportable substances to the Oregon Health Authority no later than 72 hours after dispensing.
That three-day window is among the most generous in the country — most states now require reporting by the next business day, and several within 24 hours. It gives an Oregon practice more scheduling latitude than almost anywhere else, though there is little reason to use the full window when reporting can be automated.
What must be reported
The reportable scope has expanded and older guidance understates it. Alongside Schedule II, III and IV controlled substances, the program collects gabapentin and naloxone.
Beginning in January 2025, the PDMP also began collecting Schedule V drugs and veterinarian-prescribed controlled substances. A practice working from a pre-2025 summary may have its reporting configured against a narrower list than currently applies, so it is worth re-checking the formulary against the current requirements.
